During the CBAM transitional period up to 2025, the focus was primarily on reporting and emissions data. With the start of the definitive phase in 2026, attention increasingly shifted towards CBAM costs and price risks. In 2027, the first CBAM declaration becomes due and transactions involving CBAM certificates will commence.
In the previous article, we examined the regulatory requirements surrounding CBAM certificates. This included annual surrender obligations, quarterly holding requirements, different certificate vintages, limited certificate lifetimes, and the pricing mechanism for CBAM certificates. From 2027 onwards, the challenge is no longer simply acquiring sufficient CBAM certificates. Companies must also decide when to purchase certificates, how to manage price risks, how much liquidity to maintain, and how to reliably meet regulatory requirements.
This is where rule-based management strategies for CBAM certificates become relevant. They provide a systematic framework for procuring CBAM certificates efficiently, controlling cost risks, and ensuring ongoing compliance.
The Core Concept of a Rule-Based Management Strategy
A rule-based management strategy defines in advance the circumstances under which CBAM certificates or hedging instruments are bought, held, surrendered or repurchased. The timing and volume of transactions are determined by predefined rules.
These rules may, for example, take into account ongoing imports, new emissions data from supply chains, available certificate inventories, regulatory requirements, and current and historical CBAM prices. Rather than making ad hoc decisions, CBAM certificate management follows a clearly defined framework. Put simply, the result is an if-then algorithm that determines the appropriate course of action for any given situation.

Such a strategy is based on three key building blocks:
- Regulatory CBAM requirements
- The importer’s requirements
- Company-specific boundary conditions
The regulatory requirements determine when, in what quantities, and which certificate vintages must be held or surrendered. These requirements are identical for all importers. The real scope for strategic decision-making arises from the other two components.
The Importer’s Requirements: What Should the Strategy Achieve?
The requirements of a rule-based CBAM certificate management strategy depend on the importing company and can vary considerably. For this reason, importers should first define the requirements they want their strategy to fulfil before designing it.
Compliance will be the highest priority for almost all companies. Beyond this, organisations may seek to minimise CBAM costs, reduce price risks, preserve liquidity, limit administrative effort, reduce the number of transactions, improve cost transparency for customers, or integrate CBAM management into existing treasury and risk management processes.
The relative importance of these requirements often depends on company size, business model, and position within the value chain. Consequently, the requirements for a management strategy can differ significantly.
For example, importers of semi-finished products frequently face a substantially higher relative CBAM exposure than importers of more highly processed goods at the end of value chains. For the former, reducing expected CBAM costs is often a more prominent requirement. Likewise, importers managing extensive inventories may place greater emphasis on cost hedging than companies importing goods on behalf of customers.
Importantly, these requirements should not be defined in isolation. Procurement, customs, finance, sustainability, and legal departments should jointly assess the desired outcomes and acceptable levels of risk. Only through such collaboration can potential conflicts be identified early and practical processes established.
The Levers of a Rule-Based Management Strategy
While the importer’s requirements define what should be achieved, company-specific boundary conditions determine how these objectives can be reached. Several strategic levers are available.
Taking CBAM Price Dynamics into Account
CBAM certificate prices follow the volatile prices of allowances within the EU Emissions Trading System. As a result, price fluctuations directly affect an importer’s costs. A purely compliance-driven strategy may ignore these price dynamics entirely and only purchase certificates when required by regulation. Companies with greater financial exposure to CBAM, however, will often seek to actively account for price movements.
Possible approaches range from completely disregarding price movements to incorporating CBAM-specific price indicators, technical chart analysis, or medium to long-term price forecasts. The most appropriate approach depends on the company’s risk profile, available resources, and strategic objectives.
Use of Hedging Instruments
Another important lever is cost hedging. The purpose of hedging is to lock in future procurement prices for CBAM certificates today. This reduces cost volatility and enables organisations to communicate costs to customers or internal budget owners at an earlier stage.
Again, a range of approaches is available. In the short term, already acquired CBAM certificates can themselves serve as a hedging instrument. In the medium term, futures contracts on EU emissions allowances may be used. Since CBAM certificate prices track EU emissions allowance prices, these instruments are generally suitable for hedging future CBAM costs.
In the longer term, physical EU emissions allowances with unlimited validity may also form part of a hedging strategy. From a technical perspective, future price risks can already be hedged many years in advance. Whether this is sensible depends on the specific objectives and boundary conditions of the respective company.
Additional Strategic Levers
The list of potential levers is extensive. Other relevant parameters relate to an importer’s administrative capacity, including the use of additional market indicators or the execution of transactions at predefined intervals. Further parameters concern a company’s financial capacity, such as the ability to provide liquidity in advance or exchange previously purchased high-cost certificates for lower-cost certificates acquired later. Additional levers arise from the organisation’s risk profile. For example, a company may intentionally over-purchase CBAM certificates to reduce specific risks.
The calibration of these levers will vary from one company to another. The key consideration is that the chosen design aligns with organisational needs and supports the defined importer’s requirements. Even the best management strategy cannot eliminate price risks entirely. However, it can help companies manage risks systematically and ensure that decisions remain transparent and consistent.
Case Study: Comparing Three Simple Strategies
To illustrate these concepts, let us consider a simplified case study. Assume that CBAM had already been fully implemented in 2024 and that a company imported goods every month, each shipment corresponding to 500 CBAM certificates. Certificate prices are based on historical prices in the European Emission Trading System (EU ETS). Based on these assumptions, three different rule-based management strategies are examined:
- Regulation-based: CBAM certificates are purchased only when legally required.
- Import-based: CBAM certificates are acquired immediately upon import.
- SMART import-based: Procurement is generally import-based but additionally incorporates specific CBAM price indicators.

With CBAM evolving into a financially material regulatory framework, the handling of CBAM certificates becomes a management discipline in its own right. The question is no longer simply how many certificates are required, but also when they should be bought, held, surrendered or repurchased and which risks are acceptable.
Rule-based management strategies provide a structured approach to balancing regulatory requirements, price risks, liquidity needs, and internal processes. The first step is not selecting a specific strategy, but defining the importer’s requirements and boundary conditions.
The case study demonstrates that very different outcomes can result from different strategies, even when the same regulatory obligations are fulfilled. Consequently, the development of a management strategy should always begin with a structured stakeholder dialogue. Procurement, customs, finance, sustainability, and legal teams must jointly define the requirements the strategy should fulfil and the compromises that are acceptable. Only on this basis can a framework be developed that not only ensures compliance but also creates tangible economic value.
