Background
From 2027 onwards, importers of CBAM goods will be required to purchase CBAM certificates in order to fulfil both quarterly holding and annual surrender obligations. It is expected that the quarterly holding requirements will need to be met using certificates of the same vintage.
At the same time, CBAM certificates are subject to a limited period of validity. Combined with fluctuating import volumes, volatile certificate prices, and the at least partially delayed availability of verified emissions data from the supply chain, this creates a high level of complexity in managing CBAM certificates.
